blocking it does nothing as it is still registered on the paltalk server that you have lost your account, blocking would mean that you not get the info about them deleting your account, so a waste of time really, if you want to block anything it would be out going packets not incomming unless it triggers a registry modifycation by the paltalk.exe or its dll's

now that my friend would be good if we could detect a packet that actually takes the details of our pc back to the server this would stop them been able to ban us and red dot us mabey insially they could bounce the name but but not the pc hmmmmmm somthing to think about
