Does anyone know of a way or a program to change my PC's IP when you turn off and back on your PC that will work with a router?

well the way i change the ip with my router, is i turn it off then on, thats hould shange it unless u have cable or static ip, for that u have to call you isp to change it And dont know odf any programs that would do that I think
