they see the IP address that is given to you by your ISP, there are exceptions though, such as if your using a proxy in which case they will see the proxy IP.

like darkcoder said, they see the isp ip.
and thats why you can use proxies, for example if your contry is blocked, like in my chase
then you use a proxy from an not blocked (not banned) country...
